Answer (1 of 3): It bugged me out too at first but upon some serious monitoring and looking at my screen I figured it doesn't actually "restart" the whole download. What happens is that the system actually "installs" the downloaded files when the download gets paused/resumed which causes the dow. In rest mode things download faster.
